Economic & permanent residence

Provincial Nominee Program (PNP)

Through the Provincial Nominee Program (PNP), provinces and territories nominate candidates who meet their specific labour-market and economic needs for permanent residence. There are two routes: enhanced streams aligned with Express Entry (a nomination adds significant CRS points), and base streams processed directly with the province.

Who it's for

Candidates who fit a province's or territory's specific economic needs.

Key points

  • Every province/territory (except Quebec) runs its own streams
  • Enhanced (Express Entry) and base (paper) routes
  • Often targets specific occupations, students or workers already in the province
  • A nomination strongly boosts an Express Entry profile

How it works

  1. 1Identify a province/territory and stream you fit
  2. 2Apply to the province for a nomination (or be invited)
  3. 3Receive a provincial nomination
  4. 4Apply to IRCC for permanent residence

IRCC forms often used

PNP by province & territory

Each province and territory (except Quebec, which selects its own immigrants, and Nunavut, which has no nominee program) runs its own PNP with distinct streams:

Frequently asked questions

Does Quebec take part in the PNP?+

No — Quebec selects its own economic immigrants through its own programs rather than the PNP.

Where can I confirm the current requirements?+

Each province publishes its own PNP streams; confirm current streams and criteria on the province's site and Canada.ca.
